Well, that certainly explains some of the more unusual things that've been happening. It's like I always say, there's a perfectly rational explanation for everything ... sometimes.

There was a "sound" reason for those weird things...  There seem to be two races referred to as kitarans in STNG - the ones I'm keying on were the bizarre chicks who got Riker (and everyone except Wesley) hooked on a video game in their attempt to steal the Enterprise.
