That was a thoroughly engaging debate among the leaders of the Cardassian people. It was a very realised picture of this particular AU and it was a very fitting gesture on the part of the Cardassians. Being somewhat familiar with this AU universe and your others, I wasn't surprised by the generous act of the Cardassians however I still found myself absorbed by the discussion.

That's not an easy decision--to accept thousands of people to a poor in resources planet. However, the Cardassians seem to agree that something has to be done and they intend to extend a helping hand.
They don't do it recklessly, though. Each person represents a different approach to the problem which gives them a chance to discuss the matter throughly. That gives them a chance to consider pros and cons, to see what they had not notice themselves and to forsee consequences that would follow such an important decision.
The Vulcans should appreciate that kind of meeting--a very logical thing to do ;) "Especially" for spiritual people.

I'm not sure the Castellan would mention what really transpired in that meeting, to the Vulcans. While Ambassador Sarek might appreciate the logic of it, I think she personally would feel awkward and embarrassed about some of the dialogue that happened, however necessary it was to understand the issue. As much as she'd try to tell herself that the Vulcans don't value feelings, she does, and she would still feel like she was being extremely rude to repeat some of the things that were debated and said.
AU Cardassia does have some help from its colonies and trading partners--but this is definitely a cost they have to think carefully about. One thing I didn't say from their own history...the AU Cardassians chose to seek help when their Cataclysm happened, rather than invading other worlds. They didn't ask for direct relief, I don't think--no workers from other worlds, and I doubt they wanted free stuff, but they definitely reached out to form trade relationships...relationships that have made an important difference. They know that they need others...and now, the Vulcans are in an even more desperate position.
As bad as the situation on Prime was, the Cardassian race itself was not doomed to die. The Vulcans might be, if nobody helps them. Plus...there's the very strange fact that the areas of their planet that have given the Cardassians the most difficulty and heartache--the desert areas--are exactly what the Vulcans thrive in. I think that seems like a sign from Oralius, to some of them.
