It is a hard job to rally the citizens to the cause of war. There's an awful mix of realpolitik and jongoism that has has to be weaved in order to sell the message, the cause of the wat. For Zife this is no less so.
The speech hits on a lot of the issues with the Dominion and of course talks up the contribution of the allies and the need to be resolute in the cause. No doubt, the Klingons were probably more of a thorny issue in the war and caused quite a few high level headaches with their conduct of the war.
Lots of political concessions made with talk of reluctantly going into the war and talking up the evils and tyranny of the enemy regime. Truths in all of that but somehow just when the politicians start wielding such language it can be very dangerous and less than honest.
This proved to be an interesting look at the Federation call to arms.

Interesting attitude this president shows towards the Cardassians, considering that the regime just prior to Dukat had only come into power less than a year prior to Dukat's coup. Makes one wonder why he didn't stand up against the Klingon attack...or was that Jaresh-Inyo at the time? (And maybe he's pissed about J-I's refusal to go the whole nine yards against the Klingons?)
The only thing I did not like was the use of Min Zife, a character who was written with an agenda by the authors that I have major, MAJOR problems. (And I'm not referring to Zife's decisions on Tezwa, but the authors' decisions of how to describe and use him.) I will not get into that except by PM, though.
Still, overall, I really liked this speech for its own sake.
