I definitely remember this story!
Very interesting origin of the Obsidian Order, out of a trade guild...though I would've thought the Union (and the name "Cardassian" itself, as opposed to "Hebitian") was only 500 years old, based on what we heard in canon. In your reality, how was it forgotten by both cultures that the ancient traders were the other race that they would eventually meet again?
Or is this part of the ADU universe?
I didn't catch it the first time around, though, that the Pah-Wraiths seem to have controlled Noar and then Emek. That would sure explain a lot, if you consider that there would've been no counter-influence on Hebitia (unless you write, as I do, that the Hebitians had their own religion).
(BTW, if you ever get curious, I wrote a story called "Point of Divergence" that depicts the foundation of the Cardassian Union in "my" universe.)
Author's Response: I admit, I strayed a bit from canon without meaning to. But this is meant as part of it, so I can try and argue that the O-O moved fwd in silence, at the direction of its new masters, ala The Sith.
