Wow a truly brilliant examiniation of the history of the foramtion of the Federation coupled with Vulcan's reasons for joining as ENT really set up the possibility that it might not have wanted to do. A great exploration of the ideas and debate surrounding it and explaining just why the Federation Council came to be based on Earth. On top of which we get to explore some of Vulcan and especially T'Pau. Thoroughly engrossing.
